Road Tax in Haryana: Slabs, Rules & How to Pay

Owning a vehicle in Haryana comes with more than engine checks. Road tax is one of the taxes you can’t ignore, being an owner of a vehicle of any kind. Whether it’s a bike, car, or commercial vehicle, you’ll pay it under the Haryana Motor Vehicles Taxation Act, 2016. Road tax in Haryana depends on the vehicle that you own. Fortunately, the Haryana Transport Department now offers easy online payment through its “Road Tax Related Online Services” portal.

In this blog, we will tell you about the different road tax slabs in Haryana according to the vehicle you own, how you can calculate it, and pay it online/offline.

How Road Tax in Haryana Is Calculated?

In Haryana, private vehicles mostly pay a one-time tax at registration. Commercial, transport, or other-state vehicles often have recurring or day/seat-based tax. Haryana Transport Department’s latest road tax rules (as of 2025) are applicable across all districts including Gurgaon, Faridabad, and Hisar.

Key factors the RTO looks at:

  • Type of vehicle (bike, car, commercial)
  • Ex-showroom cost (base price)
  • Seating capacity (for public/commercial), whether the vehicle is from Haryana or another state
  • Engine/fuel/usage sometimes

Slabs for Private Vehicles (Non-Transport)

These are the usual slabs you’ll hear in RTO discussions and some tax calculators:

A. Two-Wheelers

Price Band Road Tax Rate
Up to ₹75,000 4%
₹75,001 to ₹2,00,000 6%
Above ₹2,00,000 8%

B. Four-Wheelers / Cars / SUVs

Price Band Road Tax Rate
Up to ₹6,00,000 5%
₹6,00,001 to ₹20,00,000 8%
Above ₹20,00,000 10%

Some sources (BankBazaar) mention lower slabs for some cars (e.g. 3%, 6%) under older regimes, but the latest ones tend to use 5-8-10.

Slabs for Commercial / Transport / Other-State Vehicles

Here’s how tax works when your vehicle is for hire, public use, or coming from another state:

Category Tax Basis Rate or Structure
Commercial passenger (up to 3 seats) One-time 2% of vehicle cost
4 to 6 seats Per year / per seat ₹625 per seat per year, paid quarterly
7 to 12 seats Per year / per seat ₹1,450 per seat per year
Other state vehicle (daily) Per day Up to 3 seats: ₹25/day; 4–6 seats: ₹100/day; 7–12: ₹500/day

So if you bring your car from another state into Haryana and use it, you might pay “other-state” tax until you re-register it.

A. Online Method

  3. Enter your registration number and vehicle details
  4. The system calculates the tax due
  5. Pay via net banking, card, or UPI
  6. Download and keep your receipt – you’ll need it later

Online is easier, and you avoid standing in line.

B. Offline / RTO Counter Payment

Go to your local RTO with:

  • ID proof & address proof
  • Insurance and PUC documents

You fill a form, pay the tax, and get an official receipt. Always keep that.

Penalties & Interest for Late Payment

If you delay:

  • Private vehicles: 0.5% per day of tax due, starting from day 31.
  • On top of that, 1.5% per month interest on the outstanding tax + penalty may apply.

Delaying can get expensive fast.

The Transport Department of Haryana revised certain commercial and EV-related slabs in 2024. Always check the latest notification on the Haryana Transport Department portal.

Road Tax Refunds Process, Transfers & Exemptions

Refunds aren’t common for private, one-time tax vehicles, but possible when:

  • You move the vehicle permanently to another state
  • You scrap or deregister the car
  • You overpaid or paid the wrong slab

You’ll need proof (new state registration, scrapping certificate), original receipts, and apply to the RTO.

Exemptions: The Act allows certain vehicles or classes to be exempted. Often, agricultural machinery or government vehicles get relief.

Road Tax Exemption For Electric Vehicles in Haryana

Under the Haryana Electric Vehicle Policy 2022, notified on 10 July 2022 and valid for five years (till July 2027), the state offers full and partial road tax exemptions to encourage EV adoption. The policy covers both two-wheelers and four-wheelers, along with hybrids and commercial EVs. Buyers of the first 30,000 electric two-wheelers and 15,000 three-wheelers get a 100% road tax exemption, while electric four-wheelers and hydrogen fuel cell vehicles enjoy a 75% exemption for the first 10,000 units. Hybrid cars get a 25% exemption for the first 2,500 vehicles, and even electric buses are eligible for a 75% waiver up to the first 1,000 vehicles. This makes it one of the most EV-friendly policies in the region, helping buyers save significantly while promoting cleaner mobility across Haryana.

Always check the latest government notifications because these exemptions change.

Common Mistakes to Avoid

These are everyday slips that many people make, and they bite you later.

  • Using the on-road price instead of the ex-showroom price for calculation. Big overpayment risk.
  • Delaying payment, thinking you can manage later. Once 30 days pass, penalties start.
  • Ignoring when you move districts or states, tax slabs or registration might change.
  • Treating private and commercial slabs as the same,  many get this wrong.
  • Losing your receipt or not saving digital proof. It’s proof you cleared the tax.
  • Not checking EV / hybrid exemptions. You may qualify for relief.
  • Depending on third-party agents or shady online sites, use official portals.
  • Forgetting to claim a refund or transfer when scrapping or moving out.
  • Missing renewal dates for commercial vehicles — quarterly or yearly dues can pile up.
  • Paying tax twice when buying used cars from another state because the previous tax wasn’t cleared.

Why Road Tax in Haryana Matters?

It’s not just a legal burden. When you pay your road tax:

  • You help maintain roads, bridges, and infrastructure
  • You avoid legal trouble. Fines, impounding, registration issues
  • It improves resale value – a clean tax record gives you credibility
  • You’re doing your part in the system

Conclusion

Road tax in Haryana doesn’t have to be confusing. Once you know the slabs, how to pay, and what mistakes to avoid, it’s just one more task you tick off after your RC and insurance. Always pay on time (online is best), keep your documents safe, and recheck rules if you move or re-register. You just need to keep track of your payment receipts in case you want a refund. Overall, because of both online and offline payment methods, it’s become very easy to pay the tax on time.

FAQs

1. How much is RTO tax in Haryana?

It depends on the vehicle you drive and how much it costs. For bikes, the road tax sits between 4% and 8% of the ex-showroom price. For cars, it’s around 5% for vehicles under ₹6 lakh, 8% for ₹6–20 lakh, and 10% if your car costs more than ₹20 lakh. Bigger or luxury cars naturally fall in the higher slab. Commercial and outside vehicles follow a different seat or daily-based system.

2. How do I check how much is road tax?

You don’t need to calculate it yourself. Just go to the Haryana Transport Department website, open Road Tax Related Online Services, and enter your vehicle number. The system automatically shows the amount you need to pay. You can also check it on Parivahan under Vehicle Related Services → Tax Payment or View Tax Details. Always download the receipt once you’ve checked. It’s proof that your tax record is clear.

3. What is the rebate for road tax in Haryana?

For regular petrol or diesel vehicles, there’s no rebate. But if you’re planning to buy an electric vehicle, Haryana offers full or partial exemption under its EV policy. The rule is simple: if your EV is registered within the policy period, you don’t pay road tax. So before you pay anything, check if your car or bike qualifies. You might just save a few thousand right there.

4. Which state has the lowest RTO tax?

Jharkhand, Himachal Pradesh, and Arunachal Pradesh usually have lower RTO tax rates for private vehicles. Bigger states with metro cities like Delhi, Maharashtra, or Karnataka charge more because road development and maintenance costs are higher there.

5. How to calculate road tax formula?

Take your car’s ex-showroom price, multiply it by the tax rate, and divide by 100. That’s your road tax, simple as that. So if your car costs ₹10 lakh and the rate is 8%, you’ll pay around ₹80,000. Just remember, always use the ex-showroom price, not the on-road one. Insurance, accessories, and dealer add-ons don’t count in this math.
