In July 2019 The Motor Vehicles (Amendment) Bill was passed in the parliament which stated to impose steep fines on people who do not wish to obey the system. The new bill was to come into effect from September 2019 but some states pushed the bill back stating that people needed some more time to get familiar to the enhanced penalties.

It took no time for The Motor Vehicles Amendment to make headlines for the steep fines that motorists were subjected to, which in some cases were running into tens of thousands of Rupees. Among the fines that won’t be interfered with include the fines on drunk driving as well on driving without a licence that will continue to be steep.
Goa will be one of the first states to implement the Motor Vehicle Amendment against all odds. The states Transport minister Mauvin Godinho stated “The enforcement of fines in Goa were delayed because of the bad condition of roads. “The repair of roads in Goa will be completed by December,” he added. “We will implement the amended MV Act from January onwards. Goa will copy the Gujarat model, where fines for certain offences have been lowered,”

Adding further Godinho said “There are several key ingredients in the new Motor Vehicles Amendment where the fines as mandated by Centre, we cannot change, they will remain the same. But wherever it has been possible to lower it because looking at the practicality we have lowered it. By no means, we will stop implementing the new fines from January,”
