It’s not news that the Delhi Transport Department had started a drive which made the use of HSRP (High-Security Registration Plate) and colour coded strikers mandatory.
With that said, due to certain flaws in the website, Delhi Transport Minister Kailash Gahlot held a meeting with high-level officials instructing them to stop taking booking for HSRP and Colour Coded Stickers until all faults where rectified and fixed. You can read more here.
And now after 25 days, The department has resumed taking orders for HSRP’s and Colour Coded stickers.

With the process resumed “around 3,000 bookings are targeted every day up to Diwali”. If the service from suppliers of HSRP and colour-coded stickers and dealers remains satisfactory, the bookings will be raised after the festive break. A spokesperson from Rosmerta Safety Systems Private Limited.
Moreover, doorstep delivery in Mayur Vihar, Patparganj, Anand Vihar, Laxmi Nagar, Janakpuri, Rajouri Garden, Punjabi Bagh and Kirti Nagar have also begun.
According to a survey, there are 16 lakh two-wheelers, 12 lakh four-wheelers and two lakh commercial vehicles which need to acquire an HSRP and a colour coded sticker.

To fulfil the requirement, Delhi Transport Department has also reeled in approximately 350 fitters for the home delivery and affixation of these documents.
A delivery fee of ₹125 for two-wheelers and ₹250 for four-wheelers, in addition to the usual fee for HSRP, if a person opts for the home delivery of the HSRP or the colour coded sticker.
